As lead engineer, Engicon has partnered with ILF Consulting Engineers in Austria and Sachsen Wasser GmbH in a joint venture to deliver on a major consultancy contract by Jordan's Ministry of Water and Irrigation. The new project tackles water losses in the Mafraq Governorate through an innovative public-private partnership model.
The initiative, with an implementation budget of Euro 66 million funded by the German Development Bank (KfW), uses a Performance-Based Contract approach within a Rehabilitate-Build-Operate framework, financially incentivizing contractors to meet water loss reduction targets.
The project was signed on Sunday 5 October 2025, by the Jordanian Water Minister in the presence of the Water Authority, and the beneficiary, Yarmouk Water Company, among other stakeholders.
As a lead partner, Engicon brings extensive local experience and insight on the non-revenue water situation in Jordan and best practices in reducing water losses. The joint venture partners will share international utility experience and expertise, as well as preparing performance-based contracts.
The project includes advanced restructuring and isolation of new District Metered Areas (DMAs), replacement of old pipes and water meters, pressure management and SCADA systems, in addition to comprehensive training programs for the utility staff.
Engicon's Three-Phase Approach:
Phase A (17 months): Non-revenue water reduction strategy and transaction concept development, and contractor procurement.
Phase B (48 months): Oversight and monitoring of the implementation phase, including construction and network improvements.
Phase C (24 months): Capacity building, oversight and performance monitoring during operations, ensuring sustainable water loss reduction.
The initiative aims to improve operational and financial efficiency while ensuring compliance with environmental, social, and health standards, ultimately delivering sustainable water services to Mafraq residents. It also directly supports the objectives of Jordan's National Water Strategy 2023-2040 and the Economic Modernization Vision, advancing a more efficient, resilient, and sustainable water management framework nationwide.
